On June 8, 2016, the signing ceremony of Shangde Scholarship of Excellence for university students in Zhejiang Province was hosted by Yunlin Charitable Foundation at Lingyin Temple. Distinguished guests in attendance included the Religious Department Director of Hangzhou Municipal Bureau of Ethnic and Religious Affairs， Hu Shengjun；Abbot of Lingyin Temple， Ven. Guangquan；the trustee of Hangzhou Yunlin Charitable Foundation Master Changfa；Deputy Director of Hangzhou Dianzi University Student Affairs Office，Ma Baolong Director of Hangzhou Dianzi University Student Assistance Administration， Su Jing；the Chief of Zhejiang Sci-tech University Student Management Office， Xu Guocheng；Director of Zhejiang University of Media and Communications Student Mental Health Center，Zhang Fangyuan；and, Lecturer Xu Jing from the Student Mental Health Center of Zhejiang University of Water Resources and Electronic Power.

Ven. Guangquan addressed the ceremony that in a highly developed modern material civilization, it is our responsibility to honor the Chinese traditional virtues, to advocate ethics of doing good deeds and promote social harmony. He also expressed his hope that the establishment of Shangde Scholarship would set a good model for the general public to advocate virtues and social morality so as to make more contributions to the Chinese traditional culture construction.

At the ceremony, Master Changfa signed contracts with the board of directors from Hangzhou Dianzi University, Zhejiang Sci-tech University, Zhejiang University of Media and Communications and Zhejiang University of Water Resources and Electronic Power. The representatives from these four universities expressed their gratitude to Yunlin Charitable Foundation and promised to supervise the scholarship qualification assessment on the principles of openness, fairness, and impartiality. They said that they would also promote the excellence of outstanding students who are awarded the scholarship in that the educating significance of Shangde Scholarship can be known and spread.
